Moreland City Council adopted a revised Local Planning Policy Framework on 12 March 2014, and sought approval for this to be included in the Merri-bek Planning Scheme (through Amendment C152) on 21 March 2014.
Amendment C152 was approved by the Minister for Planning on the 22 January 2015, and gazetted on the 29 January 2015. The revised Local Planning Policy Framework came into operation on this date.
What is the Local Planning Policy Framework?
The Local Planning Policy Framework incorporates the Municipal Strategic Statement (Clause 21 of the Merri-bek Planning Scheme) and the Local Planning Policies (Clause 22 of the Merri-bek Planning Scheme), and is part of the Merri-bek Planning Scheme. These parts of the Planning Scheme provide policy direction for land use and development decisions.
The Municipal Strategic Statement (Clause 21) included in the revised Local Planning Policy Framework addresses the following key elements:
- Activity Centres (shopping areas)
- Land for industry and employment
- Housing choices
- Good building design, and
- Environmentally efficient design.
Local policies are also included (at Clause 22) to address specific issues.
Compared to the previous Local Planning Policy Framework, greater certainty is provided in Council’s policies for shopping areas (Activity Centres), housing, industrial and business areas. Policies to improve the design and sustainability of buildings have also been strengthened.
Council’s decisions about planning permits and rezoning must be consistent with the Local Planning Policy Framework.
