About the Erosion Management Overlay
The Erosion Management Overlay (EMO) was introduced into the Merri-bek Planning Scheme on 28 March 2013 and applies to about 2,400 properties within Merri-bek.
These properties have been identified by geotechnical experts as being susceptible to erosion, landslip or other land degradation processes if subjected to inappropriate development.
Planning permit requirements
The Erosion Management Overlay (EMO) requires a planning permit to be obtained before certain new buildings or works are undertaken.
A condition of any planning permit will require expert geotechnical advice regarding the appropriate design of any buildings or works to ensure the risk of erosion or landslide is acceptable.
The Geotechnical Declaration and Certification form (DOC 62Kb) must be completed by a suitably qualified geotechnical engineer and lodged with Council before the commencement of the permitted buildings or works.
