Merri-bek Civic Centre
Moreland Civic Centre is located at 90 Bell Street, Coburg.
At Merri-bek Civic Centre, you will find:
- a Customer Service Centre
- most Council administration and services
- Council Chambers where Council meetings and Planning and Related Matters meetings take place
- Coburg Town Hall, and
- Coburg Concert Hall.
Customer Service Centre
At a Customer Service Centre you can ask about Council services, pick up information and make any Council payment including rates, permit fees, dog and cat registration and parking fines.
We take cash, cheque, credit card and EFTPOS.
Currently we are only able to accept customers looking for in-person general customer service assistance. You can view our online services for information on bins and collections, new pet registrations, planning enquiries and more.
It is strongly recommended you wear a mask whenever you cannot keep 1.5 metres distance from others.
Hours
Opening hours: Monday to Friday, 8:30am to 5pm. Closed public holidays.
Visitors are asked to sanitise their hands on arrival and maintain social distancing. You must wear a fitted face mask whenever you cannot keep 1.5 metres distance from others.

Parking and transport
A limited amount of time-restricted off-street parking is available at Merri-bek Civic Centre at the rear of the building (accessed via Urquhart Street). Time-restricted parking is also available in Urquhart Street, Elm Grove and Bell Street.
Bus
The bus stop is on Bell Street. It is a 2-minute walk from Merri-bek Civic Centre towards Sydney Road.
It takes bus routes:
- 513 Glenroy to Eltham
- 525 Coburg to West Reservoir via Newlands Road
- 526 Coburg to West Preston via Murray Road, and
- 527 Gowrie Railway Station to Northland Shopping Centre via Murray Road.
Train
Coburg Station is on Bell Street. It is a 10-minute walk from Merri-bek Civic Centre crossing Sydney Road. It is on the Upfield train line.
Tram
Tram stop number 34 is at the Bell Street and Sydney Road intersection. Route 19 goes to Coburg North and the City.
Bike
The Upfield bike path is five minutes ride. Exit at Coburg Station. Bicycle parking is at the front and rear entrances.
