Changes to Duckett Street and Breese Street Car Park
Extended temporary closure
Merri-bek City Council has recently received requests from the Level Crossing Removal Project and The Nightingale residential development project for the long term, temporary occupation of Duckett Street and the Breese Street Car Park to allow for construction works to occur in a safe and timely manner. This has been assessed by Council officers and considered by Council at the 13 May 2020 Council meeting.
At the meeting Council resolved to:
1. Approve the issuing of a permit for the occupation of Duckett Street for Construction Works.
2. Approve a Land Occupation permit for the occupation of the Breese Street Car Park for the period of construction.
3. Maintain the 682-688 Sydney Road Car park as a fee free car park for resident and businesses to use as an alternative to the car park that is to be occupied.
The occupation of the Breese Street car park will be broken up into two occupations:
Full closure of the Breese Street Car Park
Full occupation of the Breese Street Car Park by the Level Crossing Removal Project team, which will see all parking as highlighted in blue and red in the map become unavailable to residents / businesses for the following dates:
• 6 July 2020 – 2 August 2020 (4 Week Occupation)
• 26 October 2020 – 8 November 2020 (2 Week Occupation)
Long term partial closure of the Breese Street Car Park
A partial occupation of 30 parking bays (highlighted in blue on the map) for a period of 12 months by the Nightingale residential development project will allow for the safe loading and unloading of precast panels into the construction sites at 24-26 Hope Street & 1-7 Duckett Street. The area highlighted in blue, will be unavailable to the public for the following dates:
3 August 2020 – 30 July 2021
Partial closure of Duckett Street
As part of the Nightingale Development project there will also be a long term temporary occupation of Duckett Street as shown in the map. This will see the closure of the footpath and the road from 4 Duckett Street to the end of the street abutting the train line between 1 July 2020 – 1 December 2021.
Alternate parking options
As part of these works, Council has also resolved to ensure that the 70 car parking spaces at 682- 688 Sydney Road (South of Albion Street, approximately 400 metres away) are kept as unrestricted free public parking during the occupancy of the Breese Street car park to help accommodate the residents/business’ that are affected by the closure of the Breese Street car park. This car park is shown below:
Although we understand that this may cause some significant disruptions to local residents and business’, these closures are critical for both reducing the construction impacts on the local area and to ensure that a safe environment is maintained for all residents and business’. Allowing the use of this car park and street will significantly reduce the timeframes for impacts on public space.
