Financial support during COVID-19

To support our community during the coronavirus (COVID-19) pandemic, we have developed a COVID-19 Financial Hardship Policy. The policy aims to provide rates support to individuals and businesses who have been impacted financially.

Rates support

The policy will allow ratepayers who are experiencing financial hardship, as a result of COVID-19 to:

  • Set-up a payment plan tailored to ratepayer’s needs to reduce debt owing after the pandemic.  Interest will be placed on hold beginning from 16 March 2020 until 30 June 2021.
  • Defer rates and hold interest until 30 June 2021 so that ratepayers who are unable to enter in to a payment plan can have their debt accumulated.
  • Temporarily put a hold on the collection of overdue rates and charges during the period of the COVID-19 pandemic.

We are also implementing the following community relief measures including:

Business relief

Moreland businesses and organisations impacted by COVID-19 will be able to get refunds for fees paid in advance for services that cannot take place, including street trader permits and community venue hire. Food registration renewal fees will be waived for the 2020 calendar year and business tenants in Council buildings that are facing financial distress will be able to access rental relief. Parking halt

Moreland Council's implementation of new planned parking restrictions has been delayed until after the COVID-19 pandemic is over. Existing parking restrictions still apply. 


Aged services

Moreland Council will continue to support vulnerable older residents with home support services, additional wellbeing checks, delivered meals and home shopping services. Eligible new clients wanting to apply for Council home support and meal delivery services will also be fast tracked. Call 9240 1111 for information.

Sport support

Moreland Council will provide fee relief to community sporting organisations impacted by COVID-19. All fees for sports clubs leasing Council facilities and all annual and winter sports ground and pavilion allocations fees will be waived for the 2020 season.
