Victorian concessions Pensioner rate rebate
You may be eligible to receive a rebate on your rates for your principal place of residence if you hold a current and valid:
- Pensioner Concession Card
- DVA Gold Card TPI (Totally and Permanently Incapacitated), or
- DVA Gold Card WW (War Widow).
If you have previously applied for the rebate, the amount will be automatically deducted from your rates notice. There is no need to reapply if your circumstances have not changed.
The eligible maximum rebate is $241.00 for the 2020-21 rating year.
As part of the 2020-21 Annual Budget, Council resolved to fund an automatic additional $50 waiver for ratepayers who are pensioners for the 2020/21 rating year.
If you are eligible and have not received the rebate complete a Municipal Rates and Charges Concession application form available from the Department of Human Services.
- Email Council Rates the application form with a scanned attachment of your concession card
- Mail the form and copy of concession card to Merri-bek City Council, Locked Bag 10, Merri-bek Vic 3058, or
- Bring your concession card and form to a Council Customer Service Centre.
Council conducts an online verification with Centrelink to confirm your eligibility for the rebate. The name on your pension concession card must match our system exactly.
The rebate amount appears on the rates notice, under the heading Government Rebate.
If you are no longer eligible to receive the rebate, you should contact Council immediately.
Pension concession for Fire Services Property Levy
Eligible pensioners are entitled to a $50.00 rebate against the Fire Services Property Levy for their principal place of residence.
If you receive a pensioner rebate on your rates, you will automatically receive the $50.00 concession on the Fire Services Property Levy.
Health Care Card Rebate
Moreland residents who are holders of a valid Health Care Card experiencing financial hardship due to the COVID-19 pandemic may claim a $50 rebate for the 2020/21 rating year by completing and submitting the Health Care Card Rebate Application form (DOC 63Kb) or Health Care Card Rebate application form (PDF 125Kb) to ratescontact@moreland.vic.gov.au or by post to Locked Bag 10, Merri-bek VIC 3058. The Health Care Card rebate is not eligible for those already claiming the Pensioner Rebate.

The personal information requested on these forms are being collected by Merri-bek City Council for property, rating and voting purposes and may also be used to update your personal information otherwise held by Council (for example, contact details including email address, phone number).
The personal information will be disclosed to authorised agencies for statutory and legislative requirements and may also be used by Council for related purposes.
It will not be disclosed to any other external party without your consent, unless required or authorised by law. If the personal information is not provided you may risk not receiving Council or other authority correspondence and/or important information.
